
The government has established an Interagency working group tasked with examining proposals for resolving issues in the development of micro and small entrepreneurship, as well as self-employment.
This decision was adopted at a meeting of the Cabinet of Ministers of Ukraine on July 8, 2026, as reported by the press service of the Ministry of Economy, Environment, and Agriculture.
The group will collect specific suggestions from entrepreneurs, business associations, communities, experts, and authorities, and transform them into actionable solutions. Its work will focus on the daily challenges faced by business owners, including starting and growing ventures, business recovery or expansion, regulatory hurdles, administrative and permit procedures, access to state support programs, and digital services.
“The group’s mandate is to simplify the conditions for doing business, reduce regulatory pressure, and transition the state’s interaction with businesses into a digital format. We will gather proposals directly from entrepreneurs – those who best understand what needs to change,” stated Oleksandr Tsybort, Deputy Head of the Interagency Working Group and Deputy Minister of Economy, Environment, and Agriculture for Digital Development, Digital Transformations, and Digitalization.
The “Puls” platform will serve as one source of input for the group. Submissions made by businesses through this platform will be forwarded for consideration by the Interagency Working Group, thereby providing entrepreneurs’ feedback with a direct route to governmental decision-making. This synergy enhances both instruments: the group addresses genuine business needs, and “Puls” functions as a continuous channel for communication leading to tangible improvements, as explained by the ministry.
The Minister of Economy, Environment, and Agriculture of Ukraine will lead the group. Its composition will include the Head of the State Regulatory Service, representatives from the Secretariat of the Cabinet of Ministers and the Verkhovna Rada Committee on Economic Development, Members of Parliament, the Business Ombudsman, as well as representatives from local governments, business associations, research institutions, and the expert community. This diverse membership will enable a comprehensive review of entrepreneurial challenges, taking into account the perspectives of all stakeholders.
