The Ombudsman’s Office conducted a monitoring visit following complaints about conditions for military personnel. They stated that the hospital is operating at a loss due to undervalued state tariffs.

The Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets, responded to complaints regarding the conditions at the Kyiv City Clinical Emergency Hospital. He announced this on Telegram, as reported by UNN.

The Ombudsman’s Office carried out a monitoring assessment subsequent to numerous grievances from military personnel and veterans, investigative reports by journalists, and alerts from public organizations. The Commissioner’s representative, Olena Kolobrodova, and his advisor, Oleh Mikats, visited the institution for a monitoring inspection.

We personally followed the entire “patient’s journey” and conducted anonymous surveys of patients, visitors, and staff. The visit clearly showed: doctors on the ground are doing everything they can, but the medical system itself, due to a lack of funding, operates with absurd errors.

As the Ombudsman pointed out, the most severe issue lies within the financial constraints imposed by the National Health Service of Ukraine. Specifically, the current state tariffs are detached from contemporary realities.

For instance, only 600 hryvnias are allocated for a contrast-enhanced computed tomography scan, while the actual cost of the procedure exceeds this amount by approximately 2.5 times, Lubinets stated.

This means the hospital incurs a loss on every procedure. The situation is even more critical with the long-term treatment of severe injuries, which can last for months. The NHSU covers this complex process as a single case with a nominal supplement of 10% for prolonged hospitalization. The institution is sustained by the city’s medicine financing program, but here the residency trap comes into play – the program is exclusively designed for Kyiv residents, even though the hospital admits wounded Heroes and Heroines from all corners of Ukraine.

Additionally

A commission from the Kyiv City State Administration’s Healthcare Department discovered violations at the emergency hospital following the death of Serhiy Kuznetsov, a wounded soldier from the 56th Separate Motorized Infantry Mariupol Brigade.

Subsequently, the Kyiv Healthcare Department decided to prematurely terminate the contract and dismiss Viktor Dorosh, the director of the Kyiv City Clinical Emergency Hospital.

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, stated that according to the monitoring results conducted in the second half of 2025, 93% of over a thousand inspected shelters had deficiencies. Only 80 were found to have no issues.
